He is to be arrested for ignoring a court summons.<br /><br />Councilman Shelvin has apparently compliled personal debt due to his private used car business. Shelvin has been a delight as a parish councilman after years of race-baiter Chris Williams holding down the District 3 post. District 4 Councilman Kenneth Boudreaux seems to be the race-baiter in this new crowd.<br /><br />Meanwhile, <a href="http://www.kpel1051.com/Podcasts/MorningShowInterviews/tabid/7655/Default.aspx">on KPEL 105.1 FM this morning</a>, City-Parish Council Chair Jay Castille gave the impression he does not favor allowing Lafayette Parish residents a vote on whether to continue with parish consolidation, or to repeal the charter and de-consolidate.<br /><br />Castille had been pegged as the “swing” vote on the measure, which needs to pass 6-3 in order for de-consolidation to be placed on the ballot in November. The majority of his constituents are “parish residents” (outside Lafayette City Limits), as is the case with Councilmen William Theriot, Jared Bellard and Purvis Morrison. Theriot, Bellard and Morrison are expected NO votes, while the 5 councilmen with majority City of Lafayette residents are expected YES votes.<br /><br />This means Castille will likely cast the deciding vote.<br /><br />How much time has Jay been spending with Bruce Conque and Mayor Joey Durel lately? Conventional thinking bets on the ordinance failing, gaining only 5 of the 6 votes needed, with all 4 councilmen whose districts are mostly outside the city of Lafayette voting against.<br /><br />But Mayor-President Joey Durel has <a href="http://kpel1051.com/">been on radio </a>arguing that de-consolidation would be bad for Lafayette Parish. Is Mayor Durel against de-consolidation? If so, then certainly his lapdog, Don Bertrand, one of the councilmen representing the city of Lafayette, would vote against the ordinance as well, right?<br /><br />But on the other hand, Mayor Durel and Councilman Bertrand, both Republicans, though certainly not promoters of less government and less taxes, do not care much for the “parish” councilmen, in particular William Theriot and Jerred Bellard. How to fix the problems they cause? Eliminate them.<br /><br />This also raises another possible issue, at least for the anti-speed camera crowd in Lafayette. The suit argued that the programs violate constitutional rights, state law and parts of the Louisiana Highway Regulatory Act. A similar suit had been filed by the same plaintiffs in federal court, but both had opted to withdraw it after a judge recommend it be dismissed.<br /><br />During that hearing, Everett raised questions about the process by which vehicle owners can contest a violation and how violation notices are tracked once they are mailed. In general, municipalities contract with a private company, which uses vans manned with operators to monitor traffic. A photo is taken if the van's equipment detects a vehicle speeding, and a violation notice is sent to the owner, who then must pay a fine or contest the violation.<br /><br />Councilman John Berard said he believes such a program would allow sheriff's deputies to focus on other crimes rather than concentrating so much of their efforts on traffic enforcement.<br /><br />However, Sheriff Louis Ackal, who has done an excellent job in combating crime in the parish since being elected two years ago, is completely opposed to the program.<br /><br />"I just feel like it circumvents the judicial process," Ackal said. "You take a misdemeanor and convert it to a civil violation. You have some issues, as far as I'm concerned. You have no idea who is sitting in the van and taking a picture.<br /><br />"I don't see any need for it. They are only effective in the one area where they are. We're having to move people constantly where the problems are. All this van does ... it's a money-making machine for somebody. Councilman Kenneth Boudreaux recused himself from the vote and Councilman William Theriot voted against the measure.<br /><br />The Zydeco CHDO will receive $356,847 to acquire and develop land on which it plans to build about 28 single-family homes for low- to moderate-income families. District 40 Race – Northwestern St. Landry Parish<span style="font-family:arial;"><em>Voters in Saint Landry Parish may have a better understanding who they will vote for on Saturday.<br /><br />The District 40 candidates made their case in a forum in Opelousas Wednesday night.<br />Only 7 of the 10 candidates participated in the forum put on by the Louisiana Grassroots Lobby. Anna Simmons, Allen Guillory and Qunicy Richard were not there.<br /><br />The political hopefuls are hoping to fill the seat vacated by Elbert Guillory, who now holds a seat in the state senate.<br /><br />The issues candidates touched on ranged from education to health care.<br />It's been a short campaign for all the candidates and St. Landry Parish officials expect less than a 30 percent turn-out. Elbert Guillory, is supported Allen Guillory (no relation). Meanwhile, the Cravins Clan (Opelousas Mayor Don Cravins, Sr. and former State Senator Donny Cravins, Jr.) is rumored to be backing Anna Simmons.<br /><br />So far, not much news has stirred from this race. Councilman Kenneth Boudreaux said he hopes to get answers on how feasible it would be to give at least some residents a second container, as well as if collection could revert to a twice-weekly system. In addition, Boudreaux said he's asked whether a program can be set up for the collection of construction debris.<br /></em></span><br /><span style="font-family:arial;"><em>"I don't know if costs would become a factor or not," Boudreaux said of any possible collection changes. If you get out of line, you'll end up looking pretty in pink. </p> <p>That's the newest change Sheriff Louis Ackal is implementing to make sure the prisoners stay on good behavior. </p> <p>Not only will the bad inmates have to wear pink, but they will have to sit, eat and sleep in it too. </p> <p>Between the beige and brown cells of the Iberia Parish jail there is a new trend of pink and bad inmates are the models. </p> <p>It's a punishment Warden Frank Ellis says he learned was very effective since they implemented the pink jumpsuits 8 months ago. </p> <p>Now, they're painting the lockdown pod to match the inmate uniforms. </p> <p>Warden Ellis" "a color means something, when they are put in pink, it's demeaning to them, they feel they lost their manhood they've lost control and we are now in control."</p> <p>The pink jail cell is not for any prisoner, the warden tells us it's for violent and high risk inmates.</p> <p>Warden Ellis: "They weren't happy about it, but they have to follow rules and regulations." </p> <p>If they don't follow regulations, that inmate knows he'll end up at what is now being called "The Flamingo Hotel",</p> <p>"It would really disturb me to wear pink and go to court in pink.
